I made some Custom Paths using Daeleys (spelling?) path creator. and them in the reader made it into a SC4Path file by copying a SC4Path file from another file then pasting it to the lot I'm making and gave each one an instance ID . I then opened it up with SC4Tool and edited the rep 16 to the instance ID for each TE tile. But when i try it in game with U-drive-it,  it doesn't work can someone help me and correct anything I'm doing wrong?

The LotConfig.. lines starting with 0x07 contain transit-enabling info, which is the network (13th rep) and connections specs (15th rep). The path file is optional, and in most cases it's actually not required, esp if you only want a standard behaviour for your automata (pass-through, crossings, turns, U-turns etc). For such cases TE-ing the lot with SC4Tool is enough (there's also a small bug, properties "Transit Switch Traffic Capacity" and "Transit Switch Entry Cost" must report a rep count of 0, SC4Tool makes this 1, so you need to correct thiis in iLive, otherwise you will have problems with Mac users), the TE-ed tiles will use the standard paths.

Custom paths are only needed if you want non-standard pathing. Of course check your pathfile carefully (it must be syntactically correct), and also make sure that its instance ID doesn't cause conflicts with other plugins, better check at least the instance IDs of NAM (most start with 0x5#######) and the ones in simcity_1.dat. If these are OK, the path may be wrongly rotated. Path files can be rotated (and reused), just like the lot's textures. Rep 3 is the rotation flag (values 0,1,2 and 3). A value of 0 means no rotation, and in this case the arrow of the pink tiles in LE will point upwards (north, if the road is considered to be at the south side of the lot). BUT the SC4Path orientation is different to the LE, so you should consider the road at the north side, for the "north" of your pathfile to coincide to the "north" of your lot, as the "default" settings appear to have a difference of 180
