Hello, Name's Leoz, I was invited to come here by a friend, on the Sim City Exchange his name's MurphB... But can anyone tell me how I download those cool Mods?, sure I have Winzip, but I tried to download them by placing them in the SC4 Plugin Folder and they don't come up on the game! Oh well, figures. Big fan and player of Sim City 3000.

Hmmm. Yes, the moose is entirely helpful. I would suggest sending him a PM.

And, it also sounds like you may have not 'extracted' the file out of the winZIP archive before you placed it in the plugins folder. You need to do that for the game to read them.

I agree, PM the Moose. He is very well versed in matters like this.

However, be warrned, if you catch him on a bad day he can have a short temper with folks that are not as computer savy as he is.

Well, that's a bad place to download.  You should always download away from the game, then unpack the archive.  Then read the read me (if any) and install the elements recommended.

Please ask questions like this in the Bugs and Technical Difficulties forum.  I hang out there daily as I am a mod over there.
