Funding Bug

I'll tell you what I did.

I got a new computer, installed SC4 and RH onto the new computer as normal, downloaded a few mods and plugins as usual. Then came an opportunity to get all of the files from my old computer onto my new one. I took this opportunity to take all of my favoured plugins from the old computer and into the current SC4 plugins folder as one does with these files.

Now the problem. I presume it may be one of the mods that may be causing the funding for public services (fire, police, education and health) to scale back substantially each budget month. I deleted a few unnecessary plugins/mods which got rid of the original problem of the budgets exploding to full capacity at the end of each budget month.

My question, finally, is both:

a) Does anyone know of any particlar mods/plugins that have caused this problem before; and

b) Does anyone know why this happens?

I would gladly appreciate any advice anyone has to offer. Thanks.
