    If I make a city with for example 100000 people, and I take the city file and give it to someone else via internet, can the guy who recive that file play on that city on his computer?

    If that was possible, simtropolis should have an own forum where people share their citys so other players can try them out and take a closer look...

    Plus different players have different plugins, you'd be seeing a lot of brown boxes, let alone the issues with bugs that could result...

    Yes, if you can find the bandwidth (use WinRAR), and if the other person was guaranteed to have all the same plugins with which you made the city.  You cannot ship the plugins with the city due to copyright restrictions by the authors of the plugins.
