difficulty

just started playing this again, read a few tutorials on here and some mention difficulty levels, i cant seem to find an option in my game to change this, anyone able to point me to it? vanilla sc4, right outta the box btw.

Welcome to Simtripolis.

Difficulty levels are a feature of the Rush Hour expansion.

I recommend that you acquire this package, but you might be more able to find Deluxe, which is the whole game with both halves on one issue.

thats odd i thought i remembered sc4 with levels, but no matter, if there not there then there not there so get the rush hour expansion pack or deluxe edition

You gimme the money? I have SC4 Vanilla too simply because I'm a 14 year-old who spends all his money on friends and stuff

You set the difficutly level when you incorporate the city. Once the city is established, the difficulty can't be changed.

Well, allocate $20 for a copy of Deluxe.  You could also work on a parent or relative to present you with it for your next family occasion.  Watch out spending money on "friends".  A friend is there whether money is spent or not.
