I am unable to get power flowing from a power olant in one city to another city?

Drag power liens to the border and accept the box that comes up.

What you need is:

Power line connection between the two cities (making sure that the power lines are connected to powered (or buildings that you want to have powered) in both cities,

Excess power in the city with the power planet (what the city needs + alpha + excess), and

Enough money in the bank in the other city to buy the power for a year.

If all of these conditions are met, then you should be able to get the power deal. It may take up to 3 months of game time for the game to realize that the connection is possible.
