Rush hour Question

I recently had to reinstall rush hour and I seem to have a problem with textures now. I got the update and installed the props 1 and 2 but when playing the game I'm getting a solid red green and blue color to all of my civic buildings. Any way to fix this?

The one at the bottom left appears to be a mayor's house. Don't know about the other one, could be a library, but I'm not sure.

well they are the school house  and the mayors house. This is the starting tutorial. as I go into my civic buildings  and try to lay one down, when I do I get those colors showing up. Even the blue color is showing up in the residence. And yes I have tried to adjust the settings for the game and it seems that nothing changes.
