Night Lights on Downloaded Building not Lighting Up

All of my default Maxis buildings Lights work perfectly when at Night but All of the Custom Buildings stay dark. I have the dependancy packs for the buildings and everything else works fine on the custom Lots. 

Im running on a Dell Deminsion 3000 with 1GB RAM
Ge-Force FX 5500 256MB Video Card
2.4Ghz Dual Processer

Sim City 4 w/ Rush Hour
All Settings Put to High

I Also tried starting a New City in a New Region and the same problem happens.

Any Ideas of what the problem could be? thanks

Yes, you haven't got the update for nightlights.  If you look on the home site (simcity.com) at the BAT download page, near the bottom, the second last link, I think, there is a patch update for the BAT's night light textures.  Just run it.  Then put your graphics back to high, since this resets them.

Ya i tried installing the Patch and still nothing, Do i need to install BAT and gmax and lot editor for this to work?

I Got the SC4 Update patch to. Also i dont have Sim City 4 Deluxe it said something about that on the site i just have SC4+Rush Hour.

Also when i try to add the EP1 Patch i get 

"Old File not found. However, a file of the same name was found. No update done since file contents do not match." But after it seems to update the other Simcity.dat files just not simcity1.dat I tried all 5 of the different Sku updates

Skunk: You don't need SC4 BAT, or gMax for the nightlight patch to work. The "Old File not found" error message is in error it's self, I got the same message, but the file was updated.

The Deluxe version, is nothing more than the Basic, and Rush Hour versions in one package.

EDIT:  The name of the file you need, just in case is:

sc4Update4BAT.exe

I Installed "UPDATE_SKU1_TO_P1_B638.EXE" 1st

then installed "sc4Update4BAT.exe" After but still no lights and. the other 4 of my Simcity_#.dat files updated but the 1st on won't update for some reason. The updater always finishes the instlall and says completed sucessfully but SimCity_1.dat wont update.

I was just scrolling through the other thread and i got my Sim City 4 off EBay but bought the Rush Hour in store so i dont know what version the SIm City 4 is but it's all in english and every other part works fine

If you are using the straight game with no outside additions or patches, you should not have any problems.  Sounds like you need to do a full reinstall:

First, save your regions and plugins folders, then uninstall the whole works.

Do a disk clean up and a defrag on the hard drive

Install again, with the fixes.  No runs until everything is in.

Still nothing, i tried uninstalling and deleting everything i could find that was Sim City i ran a Disk Cleanup then Defraged twice, Re-Installed, Installed the EP1 Patch then the BAT Update then added 1 building with no dependancies and ran it, everything was just the same as before, Im thinking i might have to buy a new Sim City 4. Unless theres any other ideas id rather not waste more money

Also when i installed the EP1 Patch it said "Old File not Found" but still says completed sucessfully after its done

Ah a little problem just popped up i re-installed all my old plugins and buildings and now some of my cities have disappeared, and when i re-add them into my Regions, after i run the game the cities are all moved to the "Downloads" Part of the Regions and they wont pop-up any more, any ideas? Some cities stay exactly how they were befour but some are blank

Just a tip: Custom lots and Bats Night lights will only show up when using the original Maxis CDs. It won't work with NO CD exes (in case you wish to preserve your CDs). Cheers
