I don't know if I should post this here or in Simtropolis Related, but I'll try here.

When I go to the following:
https://www.simtropolis.com/modding/index.cfm?p=details&id=314

I try to click the download link, but nothing happens. The bar in the bottom of the browser loads up as if it is loading the link, but no download box comes up. I've tried more than a dozen times with both IE6 & Firefox 2.

Is this happening with anyone else? Is it just this one link that isn't working or is the problem on my end?

Yeah, it looks like you're right. I turned it off and it's working. I don't know why it would be having this problem - I can only think of allowing the browsers completely access, which I've done. Other than that I'm not exactly sure on what to do.

I have ZoneAlarm Pro version 6

I would only make the "allow" for the URL of the STEX.

Edit:  I use Norton, and can allow it only once.. you would then need to do it for each download.

As far as I can tell Zone Alarm doesn't seem to let someone allow individual URL site permissions. I can only seem to find program permissions. I tried lowering the internet security from high to medium and nothing worked. I even turned internet security off and nothing happened.

I've tried asking for help on several tech sites and all I get is "turn the firewall off while downloading the files," which doesn't fly for me. Why have a firewall if I have to turn it off each time I want to do something?

I don't know much about Zone Alarm, but with Norton, it has a learning feature, so it will ask how to handle any instance, i.e. "always", "once", or "never". One other thing, and I don't know if it applies, you may need to enable cookies for downloading on the STEX.
