PEGs Scenic Drive - Cannot Remove. Help.

    I've even deleted all my PEG files because of it but these two tiles from PEG's Scenic Drive just won't go away. They are slowing down my city's development. Someone tell me how to solve this issue. Please? Anyone?

    Ok. I've taken some pictures to better show what exactly is wrong. Please, If you know anything about how to solve this problem take the time to reply. I'm sure there are many others that could benefit from this also. You can see I've even tried terraforming but it takes on the shape of the terrain.
