Neighbor Deal refuses to show

My neighbor deals just won't show up. I don't know why. So, I decided to let you guys have a shot at it.

Here's the facts:

1) I have a power plant in an adjacent city with a connecting power line to my city.

2) The adjacent city has plenty of available power

3) I reduced the funding of my existing wind turbines to 0, and ran the game for a year with no "neighbor connection" message in the ticker popping up.

Here's a screen shot after running my city with no power for a year:

Anyone know what the problem might be?

You have to have enough income to assure that your treasury will have enough to pay for the deal for a year.

I have plenty of money in the bank.

    Anyone else have a solution?

I'm having this exact same problem, it has me stumped. I've never had any issues with it before, just in a brand new region I created. I have a gigantic slums city, where I want to stash my power plants. The cozy suburban city next door is successfully shipping its trash out, but I can't get it to buy power. My slum is producing at twice its needs, I have 2 highway, 1 train, and 3 power line connections between them. I clicked on the power overlay and the power lines are connected properly to the rest of my city (in both cities). The suburban city has over 100,000 simoleons, so that's not my problem either. My suburbs is now having blackouts, and my slums is now out of money because it's paying for the new power plants I just built that it doesn't need!

I even tried running power to another adjacent city to the slums (an agricultural community), and it won't work there either.

I have the exact same problem as well, though in my case, it may be the fact that the two cities are long time rivals.....

Try going to the city supplying the power and check for Neighbor Deals to see if the other city is requesting power. I'm not sure if this is the correct oreder to do it, but that is what I've had to do in some cases. It may have been just the way the timing worked out, but it could be something to try if you haven't yet.

Either city refuses to allow power transfer, and no business deals show up. There has to be something!

Last night, I tried adding a brand new city bordering my supply city. I started it on easy, so it had the full 500,000 simoleons, minus what it cost me to make some roads, power lines, and zone some residential. Even though it had no power at all, and the supplier had a vast surplus, I could not get it to accept the deal from either end, after going back and forth 5 or 6 times. Initiating a garbage deal was no problem, as usual.

I've installed a few plugins before starting this new city. The latest NAM update, some wall and park mods, mostly really minor stuff. schm0, have you installed any new plugins recently?

Uh, define "recently". I don't remember installing anything other than one of Jeronij's rock mods of the BSC. It could most definately be a plugin. I don't want to download and install every single plugin all over again, though. That would be soooo exhausting. 15.gif Besides, my gf would be ticked because she couldn't play. hehehe.... But that's the only other thing I can possibly think of.

Anyone have any problems with any of the rock mods on the BSC?

    More info...

Prior to my previous post I started a new 'sandbox' region with no plugins and got the connection as stated. I have since tried a new region with my regular plugins (800 mg) and got a connection with no problem. I then used different Rock Mods and, again, no problems. Hmmm...

    A couple of possible suggestions...

Start a new region without plugins to check it works. If you use Startup Manager, it is not to complex to do. Or you can backup the plugin folder, then empty the original and run the game on a new region. This might tell you if it's plugins related.

Second, I read on another thread that if the power slider has been set too low, the connection might not be created because not enough power is being produced to run two cities. Has your slider been changed, or is the connecting city large enough to require another power supplier in the producing city?

Just a few thoughts. Sorry I couldn't offer more specific answers.

Never adjusted the power slider in my other city, so that wouldn't be the problem at all.

The only thing I can think of is plugins, and that's a shame because it seems I'll have to reinstall them one by one, which as anyone who has done this before, is a major pain in the butt. Maybe I'll use the startup manager to manage them all, but I'll have to move them from my ProgramFiles/Maxis directory, too.

You won't get a neighbor deal for power if you have enough local generators to provide power to the destination city.

If you can afford it, bulldoze the windmills. If you can't, bulldoze one and run for a week or so and try again. Rinse & repeat until you get the deal.

In a starting city, one windmill to power the water tower is enough to prevent a power deal.

Later, it becomes easier to mix local and imported power without running into stumbling blocks.

    I may have an answer.

I found that neighbor deals are enabled when the line/pipe/road is connected on both sides to a provider and a consumer.

(ie power lines to generator/zoned area, roads to landfills, pipes to water pumps)

I had this happen yesterday, I fixed it by buldozing my powerlines and making another connection. I had a similar problem with trash where I just built another road to the place. Dont know if this is the same thing, but try it if you haven't.

Had this today.  The provider must actually run power to the border.  The acceptor must actually run the power to its location of need.  Proper funding is also necessary.
