M and HT industry troubles

I had a previous city that was soley HT with a spattering of M and loads of wealthy sims etc..

started a new city in a similar fashion (i started over because i was revamping my transportation system) and now i can't for the life of me get any manufacturing or high tech industry (even though i have the university!).. whats going on?

It takes a long time for a city to become wealthy. You usually have to raise your population quite abit to get any high tech demand. How did you make your first city? You might want to try to download a modd for extra demand.

Through my small experience, when i made a wealthy city with HT industries, the game was "over". Development stopped and i couldn't grow it anymore. So; i always make a lot of cites that are simple and low wealth, then slowly advance.
