Axiomatic

I had a previous city that was soley HT with a spattering of M and loads of wealthy sims etc.. started a new city in a similar fashion (i started over because i was revamping my transportation system) and now i can't for the life of me get any manufacturing or high tech industry (even though i have the university!).. whats going on?
