I have a very hilly with steep valleys city in my region and I was wondering if I could make a community which even to leave it own neighbourhood would have to take the railroad? Has this been done? Can it be done? I did a quick search for rail only but couldn't find a thing, I'll take one for the team and try this out. . . . .

It's possible, as long as you have good mass transit from the destination train station to the sim job sites - I suggest plenty of train stations in the destination area, and plenty of bus stops (roughly one every 6 tiles.) You may also want to put a parking garage next to the train station in the neighbourhood community as well.

    Good luck.

Sounds like an interesting idea, Please post pics when you get it going. Pedestrain mall tiles will be your best friend in your city, if you want a truly car free city.

Ok maybe I should restate my objective.

I have created a city that has neighbourhoods with streets, but to leave these neighbourhoods one needs to take rail to get anywhere else. It has worked for the most part, I have to develop the region around this town to see if it will truly work but so far my sims are happy. (If only we could get this to work in the real world, Imagine the savings on Fossil Fuels. . . )

Yes, it can be done. Sims will take whatever route is quickest to their workplace. I have done the same thing with industry in my city. I completely blocked it off and all it has is rail. The city is 69 years old and not one abandonded building. So yes, I believe it would be very possible. Just keep an eye on your rail usage.
