Jerebannus XVI: Methinks it's on SC4D. It's called the El-Rail Facelift Mod.

On a similar note, I have a mod that makes the monorail look like the elevated rail (think I got it off a Japanese site) and I can't find the file to get rid of it. Does anyone know where it can be downloaded so I can find out the file name? Or better yet, does anybody know the file name?

The mod I'm familiar with was made by APTX (his site is currently down). Try to search your Plugins for 'Shinkansen' or maybe APTX.

Mac777777: Go to the STEX and search for "porkie" or "porkissimo". You will get LOTS of quality Paris BATs.

The Hole Digger Lots come with a piece to do just that - Ground Lifter Lot. Plop the pieces and use the road to raise the ground 15m (I think).
