    I've been waiting on this building to show the Westcester update, so as soon as it's into the map, I have another update to come.

    The building is the Pasicana Publius, the national legislative building....so I think it will follow that this will be a discussion of the politics of the nation. I'm not gonna lie, it's going to read like a history/poli-sci lecture.

    This is also my first release quality BAT (the first one I built up from scratch contemplating all the release considerations properly), and I will be doing an Alpha render tonight. I need to night light too, but this shouldn't take long as it's an iterative process for the most part. I'm not sure how or if I'm actually going to release it though.

    As the Socialist Revolutions windled down in 1952, weary and tacitly allied Socialist parties began to discuss the formation of a future government.  The Socialist parties all held that a government to which they were unanimous was vital.  Since the less authoritarian parties presented an ultimatum that all parties must ratify a constitution unanimously for it to be valid.  So, there was a de facto unanimity requirement for any constitution to be legalized. 

    A brief listing of the Parties in Pasican Government:

     A * indicates one of the 'Big 7' Parties.

    Democratic Socialists*:  Often called the swing party, they are the most moderate party.  Taking queues from the US parties (who actively back many of the party), they custom fit their dogma to each election.  This ensures the moderate vote, but few consider them a serious party.

    Green:  The environmental party has a strong following in Pasicana.  Many Green party members ride the NPW roster, and Greens tend to vote Yellow on most items.

    Lord Basing Party:  This party has consistently kept members of the well respected Basing family in the Publius.  Admittedly, the socialist policies of the 1950s were well suited to the traditional family view that their wealth made them protectors (but not keepers) of those less fortunate.  Some find little surprise in the fact this party often supplies a coalition Prime Minister.

    National Conservative Party* (NCP): This is the conservative power base in Pasicana.  Very often the sitting government because of their moderate position and respectable word.  A deal with the NCP was quite sacred, and even the NCP’s toughest critics grant that they put honor first and power second.

    Pasifasst*:  The major right party of Pasicana.  Pasifasst is a Fascist party that tends to be on the more moderate side of fascism.  Because of their short but admittedly calm reign through WWI and the interwar period, this party retains a rather large following.

    Red Socialists*:  Perhaps better known as Communists, these tend to be the more authoritarian socialists.  Often this party finds themselves in power when a right or moderate government has upset the balance of welfare in the nation.

    Serano Delegation Party:  A small party, one of the few regional parties in the nation.  Usually 2-3 members bring items of interest to Serano to the Publius.

    Syndicalists*:  Perhaps the most liberal of the parties, they tend to be most closely associated with Anarchists.  Drawing from a strong power base in the South Peidmont, this party often alone has the power to stall government indefinitely.

    Worker’s Nationalist Party* (NPW):   A less extreme socialist party, it would probably best compare to British Labour.  Never look weak, but always show compassion…largely discounted by many as a power-play party.

    Yellow Socialists*:  Usually the largest party in Pasicana.  The Yellow Socialists are your Scandinavian Breed.  The most loyal of all parties (most swing-socialists opt for the NPW or Red vote), they tend to use their power to push legislation through by forming coalition government under another party.  These are the power-brokers on the left, nothing gets done in Wecester without their blessing unless an alliance government is formed to defeat them.

    As a direct result of the difficulty in finding a legitimate government with the stark differences in belief, the drive was what would be in effect a laize fair government.

    The Publius convenes a yearly Session, this is the chronological numbering of the Publius assembled (i.e. the 1953 Publius was known as the 1st Publius).  Each house then maintains it numerical conventions, (i.e. 22nd Session,  3rd Convention - or simply 22-3).  It was not uncommon for a session to convene only a single convention, and each convention tends to last about 4-8 days (with the first Initial convention lasting up to 15-20)

    The largest compromise made was on the Publius.  After meeting the needs of all parties, they were left with a 4 house body that comprises the following:

    1. The House of Public Lords

    2. The House of Parliment of Publius

    3. The Chambers of the Senate of the People

    4. The Convention of Representatives

    Each of these had their own (often overlapping) powers.  Uniquely in Pasican government, however, when a power overlaps it must be OKed by each body in order to exert that power.  Here's a brief description and outlining of the authority of Each:

    The House of Public Lords' representatives are elected based on a series of rules for the three lower houses.  In addition, there are a few other appointments from other branches of government.  It is the Publius oversight body.  They maintain accountabliyt of each body.  Additionally, this body alone can convene a convention of any or all of the lower houses.  Each house alone may also convene itself, and two lower houses may convene the third.

    Asside from overseeing the Publius, the House of Public Lords also engages in ratification of foreign policy.  Diplomats the world around know of the trials and tribulations that follow diplomatic action with Pasicana.  Despite the painfully slow advance of diplomacy, once diplomatic milestone are reached, they are rarely dropped behind again.

    The House of Parliment of Publius is a rostered parlimentary system.  Essentially, each person casts a vote for a party.  That party then assigns each vote down the list of it's rostered representatives to assign them to Parliment.  The residual votes of smaller parties are often pooled to push through a few additional moderates to hold off the most powerful parties.  Because of the voting structure, there are MANY parties in the Parliment (since 10,000 votes is all that's required to occupy a first rostered seat for a party).  This is the largest and most disorganized body of the Publius.

    Parliment tends to convene only for their initial session, and rarely unless summoned by the Public Lords.  They are largely a caretaker body, and the agenda of the parties in power usually only takes a single day of the first convention to establish.  The remaining time in the First convention is largely ceremonial, mainly confirmation of the parties-in-power nominees for various offices.

    Parliment itself is the highest law-making body, being the only body of government that can unilaterally enact legislation.  For a law to be passed by Parliment, it must receive a 66% majority vote.  The other three bodies must vote unanimously (with 66% votes in each house) to vote against the will of the Parliment.  On the other hand, the Convention of Representatives can alone with only a 40% quorum overturn Parlimentary legislation.

    The Chambers of the Senate of the People is the 'geograpical representative' body of government.  This is set up very much the same way as the US House of Rep.  It apportions districts (which are prevented from being anything but a 'natural' shape to avoid political districting) and each district elects a representative.  The Senate tends to handle matters of Environment, domestic/international trade, and has (what was given as a token power and evolved into one of its greatest) an advisory role for regional impact assessments.  It is a smaller body than parliment, but convenes quite frequently surrounding issues of trade and weather.

    The Convention of Representatives is a totally revolutionary form of popular government.  It works very much the same way as the rostered parlimentary system (where each individual only needs x votes for a seat), but there are no party rosters; each campaign must be solo.  Any person receiving excess votes may then ceed them to another individual.

    The Representatives often serve as a body to overturn legislation passed in other houses.  Free from the geographical or party binds that hold the other houses, the Representatives have a reputation as the well thought-out, cautious, and deliberate body of the government.  The Representatives see themselves as a protector of human rights and tend to use this guiding principle in overturning other legislation.

    Publius as a Whole:

    The Publius is first convened the 1st Monday of the year after being elected.  This 4-house session (presided over by the departing Public Lords) is used to determine the government after ellections.  This is where the wheeling and dealing occurs for committees and the like.  When all is said and done, a new House of Public lords is hopefully formed, and they can convene the first conventions starting on January 24th when the old government's mandate expires.  Additionally, the incomming government upon having created a government may suspend the remainder of the prior government's mandate, essentially taking over early.  This method has once been used when a passing centrist government was trying to pass a suite of legislation.  Unexpectedly, the New session of Publius formed a government within 3 hours and suspended the mandate.  The centrists in Parliment had time to cast 4 votes on their first item of their convention.

    Ok, describing the politics of a nation (especially when you're not basing it on an existing form of government) is quite difficult and time consuming...  If anyone wants to discuss some of the nueances of the above, or is interested in hearing more, I'm happy to type it up, but it's a lot of work if no one is interested.

    Westcester Halls are the offices that come with election to publius.  They tend to be where most governmental business goes on.  It is where all negotiation, preparation, whipping, etc. occurs in preparation for the cerimonial apperance in the great hall of Publius (the Center Rotunda).

    Some people have noted that there are 4 houses of government, but only 3 chambers in which they can convene.  usually there is no problem with time conflicts for conventions, but if all bodies must convene independently and simultaneously, ad hoc methods of meeting have to be divised.  Typically, the Great Entry Hall of the Lord Basing Halls serves as a temporary Convention location.

    07 - The Libraries of Pasicana:

    This is one of the world finest collection of legal and political materials.  Students and Professors from Pasicana University at Brunswick and Brunswick University croud the buildings 24 hrs. a day (though, officially they're closed from 2am till 5am, the staff allows usage durring these hours and very rarely will close it completely for cleaning).  Many students of law and politics claim they are the finest resource of materials on the subject in the world.  The Good standing of the Library throughout multiple governments has made it an internationally respected repository of national literary treasures durring conflict throughout the world.  This is done for a fee of 5% is appreciation durring the Nation's holding.

    08 - Northeastern Westcester:

    This area of town is domminated by businesses that serve the National government almost exclusively.  Printers and Publishers, Restaurants, Bars, Lawyers, Notary Offices, and a whole host of other bueraucracy-related businesses:

    11 - The South-east side of the city is where immigrant populations have carved out a nice nitch near the capitol's resources:

    This diverse quarter of the city is renown for it's food and culture.  International travellers often find restaurants to feel similar to home in this district.

    12 - The North of the Island:

    With all the government business going on in the city, a large sector of unseen low wealth commercial services is thriving just to the North and West of the Capitol.  Low rent; wild nightlife; and a few short, overpaid, underworked days of 'work'.  It is affectionately and cynically know by Westcester veterans as Publius Prep. Academy.

    owenluby: I assume you're speaking of the viaduct peices? I BATted that myself. I had planned on doing a whole set of modular ones that could go under rail, el, or monorail/HSR, including diagonals. I only have a complete orthogonal set right now. The project has sort of fallen by the wayside probably until I get HSR into my city, but I might release the straight ones early.

    East Point

    East point is the city on the island just east of Markesh.  The city is named after the lighthouse and is one of the oldest cities is the nation.  It's also the only city in the nation with a grid system.  23,500 people live in this city with only three main roads.  Traffic within the city is a nightmare, but the approach is not difficult from either bridge to Markesh island.  Being so old, the city has established a full-blown economy for itself almost independent from the city of which it's a suburb.  It boomed as a ferry terminal before the Serrano Cross (to Westcester) and the city-rail tunnles were built.  Because of the notoriously difficult and time consuming ferry crossings to Markesh it was not uncommon for a business to set up travellers in the hotel for a weekend.  As a result, there is a rather select group of tourists who visit the island to this day centered on East Point Road (the main North-South road on the island) and Bridge Road (the main road connecting to the northern bridge).

    The busy central roundabout and Eastpoint Obelisk, which was navigation marker for which the city is named.  It served as a triangulation point that could be used with the lighthosue.

    The north of the city is typically reserved for the locals.  Tourists tend to stay on Bridge Road or south.

    East Point never sleeps.  The lights are buzzing here at 2am.

    This is the 'high-end' district of East Point where elite locals make residence.

    East Point road splits just south of town to form an east and west route through the city.  This is the busy junction where they converge.

    10 - The south end of East Point Beach:

    These are the higher end homes and condos on east point beach.  A good bus service provides vacationers a link to the city and a safe trip home.  Since there's only one road, the bus is literally a door-to-door service.

    11 - The older of East Points two bridges:

    This bridge served wagons for thirty years before it saw the nation's first car which had arrived in the cities ports.  The old bridge on the north of the island was a rickety wooden ordeal for which only one standard-width axel vehicle could pass at any one time.  It was replaced by the causeway when it was blown over after about a decade of disuse.

    The Markesh suburbs grew right up to the bridge to East Point.

    Planning Brunswick

    The D414, the Warflands Financial District, and the Brunswick Canal Rails

    Brunswick is growing, and as a result of it's growth is running into transportation problems.  The D-roads are helping the problem, but poor planning is restricting their effectiveness.  As a result, the D414 Brunswick Orbital Road has been proposed.  It will connect the major D-road routes into the city and provide the vital D-road link that Markesh needs.

    With the shipping industry of Pasicana moving south to Rothham, the disused docks of Brunswick have been marked for redevelopment.  The area known as the Warflands Financial District has grown up on the reclaimed docks and harbor in Central Brunswick.  The new development strikes a ballance between the desire to maintain the historic city while growing into a modern metropolis.  Naturally, transportation additions have been made to cope with the increasing traffic.

    Finally, plans are in the works for new Canal Rails (lightrail and underground lines in Brunswick) to join the system together and expand on the existing cityrail service.

    This is two images to make it large enough to read.  I hope it lines up properly.  These are an update and relabling of the D-roads, pictures from before this will not match up with the correct D-road on this map.

    As you can see, the D-roads very heavily favor the north of the city.  Markesh is miles from the nearest D-road, and even it offers only limited access.  The D414 (working name) or the Brunswick Orbital would help to connect the cities D-roads, offer a reasonable bypass for the city, and give Markesh a vital D-road connection right through its center.  In addition, Markesh Island would be connected to Basalt directly cutting the travel time in half.

    The new D511 into Brunswick is the first D-road to provide access to the center of Brunswick. There is planning in consideration to extend the exit just west of St. Georges Station south through the new Warflands and into the north of Brunswick Square.  If this were the case, it would be redesignated, likely as the D308.

    The Original 'Islands'.  Most of the land in Brunswick is sequestered by a canal meaning it's not a real island.  These were the only actual Islands within the city.  Now they're part of the Warflands.

    After the demolition of the area, most of what's left will become part of the Warflands Financial District.  The old harbor lighthouse will form the centerpeice of a new square.

    The new Warflands offer excelent access to the city of Allassay (the two Islands due north of the new development aka North River Islands).  With the existing D-road connection and the planned New City Line District Rail, the city will have almost unlimited development potential.  It is beleived that Allassay could surpass Markesh as the largest Brunswick suburb shortly after the new Warflands development.

    The Rail, Road, and Recreation Act of 1971

    Brunswick Pasicana:

    In 1971, the nation of Pasicana's four houses of legislatures passed an unprecidented 'package' style resolution.  This was something unheard of in the nation's history, and this broke precident in a big way; typically, the highest legislative house has been unwilling to even consider such resolutions, much less pass them.  The resolution combined a package of new road, rail, and recreational facilities.  Included in this bill were provisions for the Circle Line, the New City Line (to Tago International), extensions of the Northern and Central Lines.  Additionally, the resolution further provides approval for Bassalt and Tago to each build a further extension of their respective lines (one station in tago, 2 in Basalt).  The resolution gave final approval for the long-overdue Brunswick Orbital D414 (officially, the road is named the D52, the D414, and the D31 for the east, west, and north sections respectively).  The road is signed and reffered to as the D414 in it's entirety by the majority of people.  Finally, the resolution provides nearly 50% of the transitional farm land (farms touching and adjacent to farms touching the existing development of the city....which is for the most part, just inside the D414); additional park land funds are established in cities to buy up and demolish blighted neighborhoods and replace with parks.

    The resolution also had options for two further extensions to the D-Roads.  One would be the D3 / D508 extension to the north of the city where the existing D-road bridge passes near St. Georges Station to Central Brunswick.  The other is the D524 which would provide a direct link from central Brunswick to Markesh Island.  The D508 is in the final stages of debate and will be decided on shortly before the finalization of the new islands development plans.  The D524, on the other hand, will be added after the fact if the Markesh Island roads are deemed able to handle the increased traffic that goes with the road directly to Central Brunswick.

    Note how the lanes split to different roundabouts on Brunswick Square.  A circular flow of traffic will be established arround this new bridge approach to minimize congestion.  The tolls will be maintained to encourage rail and District Rail Usage.

    The circle line will go over the existing and crowded St. Georges Rail Bridge.  Only the circle line of the District Rails will cross here as it is overcongested already.  The station on the other side of the bridge is also to be enlarged to 4 platforms to accomidate the new line:

    Only 7 farms a few industries, and a small neighborhood will be disrupted by the entirety of the nearest portion of the D414 to Brunswick.
