On usual road crossings, the semafores switch from green to red and red to green. On puzzle pieces, all the semafores are permanently green. Is that usual or is there anything we have forgotten in the NAM? I tried to fix this bug in a self-made puzzlepiece but then I recognized that any puzzle piece has the same bug.

Probably because the type 21 exemplars don't include traffic lights. When puzzle peices are made, people probably just texture the lights to look that way.

Yes... the behavior of semafores on puzzle piece is like a generic prop. They cannot switch. All the semafores on puzzle pieces should be replaced with signs.
