Can't Delete Open Paved Areas

I recently downloaded the Juneau Bank Tower II by NDEX and it seemed to be fine until I noticed that the open paved areas next to it were not able to be bulldozed.  I must figure out why it is not letting me bulldoze the paved areas how to bulldoze them.  If anyone knows anything, please speak up!  Thanks much!

I have Sim City Deluxe in case that helps.

Are these the open paved areas from the parks menu, the NAM's Pedestrian Malls, or some other lot?

I've had poblems like this in the past...2 main reason...accidenlty deleting a plugin before bulldozing the building in the city...or bulldozing a plopable building (think it has something to do with them being made with the custom blank lots or possible over hanging lots, not 100% sure)

    little process I use..

    1) bulldoze the lot in question

    2) dezone the area it was on

    3) rezone the area (type doesen't seem to matter)

    4) bulldoze the area in question again

if this doesn't get rid of the propblem try repeating the process  with an extra step inbetween # 3&4...drop individual road tiles to cover the area in question sometime you need to go 1 tile (or 1 grid square) beyond the confines of the original lot

this particualr method has always worked for me in the past...if the problem persist...I'm not sure what else you could do  ???
