On a realistic scale: no.

I guess it would be possible to dug something almost vertical (in the order of 89.999 degrees), but the dig would be ridiculously deep, something like half a mile.

Someone can always bat walls that would looks vertical.

If you use foundations of certain lots, you can create walls.

Run a street parallel to the highway, avenue, etc, and place something like a small park green on the embankment facing the street. Note: Terrain must be level to do this. If I can remember my photobucket login details I'll photoshop an example.

If you don't like the look of this, try other lots. They can be of any size, so long as the rear edge of the lot is adjacent to the highway, and the face to the street. Or, create your own in the Lot Editor.

This is something I do frequently at tunnel entrances.
