this means you opened a city that a plugin was present in your plugins folder  and/or ploped  or grown (depending on the type of building) when the city was saved.... and is no longer present  (moved or delted )

as for the #'s they show...never heard of any way of tracking down the file by it....think it's a random # thats assigned to the plugin...thats individual to each computer...or at least I never ever heard otherwise

hopefuly you remeber the plugins you recently moved out or delete from your pluginds folder

if not...your going to have to search the city for odd or weird looking lots of some sort....visual oddities most often...brown paper packages...blank lots...lots with holes in them...though there are many differnt ways they can appear...deppends what is missing

for growables...not much of a problem...bulldozer the lot...and it goes away

plopables....these are another story complete, depending on the lot type and it's stats and/or how it was modded saving a city and or trying to play it without them can cause all sorts of issues...(eg crashing your game to the desk top...civic funding always sliding to 0...pollution overtaking the city...list goes on) I don't recomend playing or saving a city til you locate the files in questions....it may corupt the city and it becomes a unuseable city

make a back up and  play with it in a new region til you locate such files....or bulldozer  them and  can run the city without the message appearing  or any problems.

thenreturn to the original city and play it

wish i could be more help than that...I've corupted more than a few cities accidently switch and playing around with my plugins folder in the past...it's no fun playing detective...:S

Indisguise is quite right.  You have to put back the deleted plugin(s).  If you can't do this, your city is lost.

It is very important when editing plugins that you remove any derived lots from all the cities before you delete the plugin.

u could try a different method, although not sure if it works as i have never tried it, do a system restore point! this may bring back the deleted/moved plugin to it's original state.

just a suggestion. DO THIS ONLY as a last resort! this will restore your system to a previous state and is cautioned on doing if u dont wanna lose important data/files.

if ur not worried on the files, then go ahead. but don't say i didnt warn u!

To clarify, System restore only reverts changes to the registry and the program files. I don't think it reverts data on My Documents. However, don't attempt System Restore too much, as it will fragment your drive.
