It is telling you your jpg doesn't match the config.bmp file.  Did you download the correct config.bmp file?  Was it named config.bmp?

If you have to, you can fixit by generating a new layout file using the Landscape Designer.

This is the size formula:

grayscale to config.bmp ratio :

64:1 plus 1

[Edit: this refers to the pixels.]

Make sure the config.bmp matches the size for the greyscale.jpg. Make sure the config.bmp is name just that.

Edit:  sometimes the download config.bmp file is named differently, i.e.  config1.bmp, <name>_config.bmp.

You must rename the file.

also in my case i saw make sure there is no extentions to your config.bmp or jpeg file. mine was a simple case of when i DL config.bmp's mine always comes with an extension of config.bmp1. hence the 1 at the end of the file, this is not allowed to be there and will give u this error. just sharing my same problem i had with the config.bmp's and such. not sure if this is your problem or not, just a personal experience. doesnt hurt to share it as it was very overlooked.

If you downloaded the map from the STEX, you should not have to do anything except make sure the config file is properly named.

If not then you need an image editor to check the properties, and edit the config file if necassary.

Edit:  the ratio that I listed refer to the resolution/size, pixels per inch.

OK, post the name of the map, if you dnld'd it from the STEX.  If you are making one with the game, you may be stuck with the default size, 16x16 pixels.  You would need a grayscale that is, 1025x1025 pixels.
