Can you rename a Region? if so, then how?

Open the desired Region folder in My Documents\SimCity 4\Regions and edit the region.ini file. replace the old region name with any desired name.

to clarify:

go to My Documents\SimCity 4\Regions and rename the folder that has the name of the region. Then navigate into the folder and open region.ini and replace the old region name with what you named the folder.
