Carpool incentive ordinace pointless

I am not sure this is the right spot to post this but it has to do with modding Simcity_1.dat and Ilive reader. I was going through the expandable menus on the Simcity dat and I started looking at the properties and the effects they had in the game and how much. When I got to carpool ordinance there were no properties to change anything just the files that make it an actually ordinace. The sad part is it has enactment charge property added and a set value. So essientially it jus takes ur money away for nothing unless there is some properties that is hidden some how.(I don't hink this is possible)

The other ordinance I found was interesting was the No nuclear zone ordinace. This ordinance help boost  I-A a bit and reduces I-HT a little more and u get a very small mayor rating of 5 boost. I was also going through some of the parks lots for the standard maxis files and NOT a single park had any kind of air poluttion reducing poperties at all. Granted I didn't look at all the parks but, I did look at the significant ones like big parks and park rewards. Get this this is a shocker not only do parks not help clean the air but the actually pollute the air, water and make garbage. I guess garbage pollution isn't a surprise but air and water pollution mmm I don't get it. So basically there are for looks and desirability and they don't effect anything else. Oh and this also includes all the trees I look up the properties for. Not one had the "Air effect" properties in there files. Yet the environmentialist is always whinning abouth needing more trees and parks what BS.

However my search was pretty productive I found the properties that affect the infamous commute time and noise pollution and scaled them down a bit and I also increased all the modes of transportation speed to be more reallistic. for instance they had the car set for 31 KPH on streets which in miles is 19 MPH. I thought this was lame so I bumped it up to 25 MPH which in kilometers was 40 KPH I think and so on and so on for the rest of the speeds for diffrent transit methods. I didn't have to change el rail or monorail( I use HSRP) cause they where all 150 to 200 KPH which is like 130 MPH. I hope some of this info helps people,

P.S. If anyone knows hexidecimal and Ilive reader real well and thinks that this may be untrue I would like to here your comments. I have only been using Ilive reader for a little so I am no expert by far. I am just going on the info from the program and what I know and have learned about it so far.

From what I understand, the carpool ordinance makes each car represent 1.2 people instead of 1. This means that about 1/5 of people are now sharing a ride to work.

Could you be a bit more specific so we can change these values too? Just tell us what to look for and what to change it too...

    This maybe be true but all ordinance and just about everything for that matter list what Ilive calls "properties". Which if u have used it you know that these tell the description of the type of effect(s) and are followed by hexidecimal numbers representing an amount. No such thing existed when I look at the inner files of the carpool ordinance menu. I am not saying you are wrong though. That sounds like something that would make sense for that ordinance. Like in real life people carpool making less traffic and less pollution. HMMM! this gives me an idea. I might have to go add some propperties to this ordinance and make it useful. I would love to hear more info about where you heard or found this out from. I am begining to like modding kinds of things and always want to learn more.

    Well you need the Ilive Reader(it rocks!!) use it to open your Simcity_1.dat file go to navigate it will show a list of all the in work files of simcity. Each item on the list has plus signs in front of them so u can expand that file to reveal more files. I know the category you must pick is called Traffic Simulator. I believe it was under main but can't remember exactly right now. In the Traffic Simulator category it list the properties and a description of them and values. Most of these values are in hexidecimal so you need to at least know the basics of this, it will help alot. On the traffic simulator properties they list all transportation types and there speed for different tile types. You can change the numbers so the vehicles go faster. I changed them to be more life like as they where set a pretty stupid levels. I STRONGLY suggest u make a copy of your Simcity_1.dat to somewhere so if something gets screw up you can copy the fresh one over the bad one.

    That menu u opened is not the correct one. The properties will be listed by name and have a description of them at the bottom with the parameter limits.

    Maybe that is a Mac thing? Because I did like you said, went to Tools-Navigator and found Traffic Simulator, which is displayed above.

    No I am on a PC. The Traffic Simulator is a category that you open like a file and it shows all the properties the make up the traffic simulator engine I guess I will call it. The only place Traffic simulator should be is at the left hand column and open it like a file kind of. It lists all of the Traffic Simulator contents in the type of window from the screenshot you have posted.

    Oh I see what wrong now that screenshot helped a ton. You have to configure Ilive to where the properties.xml is that comes with the download this gives u the descriptions of the properties according to there hex IID. You are at the exact right place though.
