Creating a dirty industry city

Hello SimWorld,

While most other people seem to be trying to create cities which wean off of dirty industry, I want to create a city whose specialized function is to provide dirty jobs while being responsible about pollution management.

Currently, I have a large and well educated, medium, main city of only residential and commercial surrounded by a medium farm map with some residents, a small dirty industry with some residents, and two small medium and high wealth industry with no residents.  My principle mode of intercity travel is elevated rail.  Now I want to create another dirty industry city by the main city without residential or commercial, but I want to manage pollution.  Any suggestions on how to do that?   My first dirty industry is a pollution nightmare and its residents can hardly breathe or drink.  Any suggestions on how to reform the first dirty industry city without undermining its supply of dirty jobs and power supply/trash disposal services?

You could put all the utilities in an adjacent city and the city could by them. Using a Radical Ordinance modd instantly provides industry even if you have no residents in the city where you want to build just dirty industry.

If you don't want to "cheat" with the radical ordiance modd you can just do what constantina says, without the radical ordiance modd part. Also, don't only have road connections. If you have the NAM put some GLR connections in, some elevated rail, if you have some rich sims, create a Monorail from this "rich" neighborhood to some of the better jobs in the dirt industry city. The more poor class can use more light rail, such as: GLR, Elevated Rail, and Subway. AS far as I can tell, the biggest part of a city providing jobs for another city are the connections between the two cities and the strategy on which they are based.

well, hmmm, I think you are looking for something that is not possible. the whole point of Dirty Industry is that it is Dirty! to have a whole city full of ID means to have RED air pollution. but, if all you have in the city is ID then pollution does not matter. ID will build anywhere so long as there is demand. Just dont build any res or com and you should be fine. I built a nearly all ID town in Newtopia Valley which was supported by a completely R$ city neighbor:

if pollution is really a big deal for you then plop tons of trees and parks all over the place.  I did that in another city and it turned out quite nice:

I've had he same problem. Like you, I also wanted to create some cities that were mostly ID. (In fact, I posted here a few months back and got some suggestions. You may want ot check that out) The big thing is you've got to have a very large number of R$ sims to fill the jobs. You must have a supply of them somewhere, either in your city or a neighbor, and you must keep these R$s from morphing into R$$ or R$$$s. Best way is to keep them stupid. No schools...maybe a library or an elementary school, but definitely no HS or college. Also, you must keep the other industry out. I do this by raising HT taxes to 20%. Usually, the pollution and education levels are enough to keep them away, but since strange things happen, I raise taxes to make sure. I usually allow IM to coexist with ID, but you can raise their taxes lso (maybe not as much) if you want to keep ID as your primary employer. You must have good transportation connections to get yoyr R$s to the jobs with a decent commute time. Busses and subways work well. To keep the pollution from getting ridiculous, plant many trees (I use Peg's seasonal forests, which brighten up the smoggy landscape and provide pollution relief) and, if you want to cheat a bit, use RAH Wat-Air or one of the pollution reducing lots. Search the STEX and you'll find several. Also, water isn't really needed for ID, so if you don't have water, you don't have water pollution. I have a couple of cities that are almost exclusively ID, and these are the methods that I have found to be most effective in making them work. But beware, once other industry comes in, ID will rarely come back! So if you want to keep them ID, make sure none of the others get a foothold or you'll be SOL. As long as you have enough poor sims to fill the jobs (and get to them easily), you should be good to go. Hope this helps. Good luck!

    My approach has been primarily to space out the industry zones and filter the pollution with trees.
