I already developed half the fairview region and discovered the only cities are medium and small, is there a way to add any large ones?

You can add cities to the bottom, and to the right of the region, but if you change the exsisting cities you will lose the terraforming, and what ever development you have.

You would do it by adding pixels to the config.bmp file in the region folder.  Large cities are blue 4x4 pixels.

Be sure to backup [copy] the region somewhere before you start.

Make a copy of the region and try this:

On the config.bmp, carefully pick out the city tiles you want to merge, and, making sure you get a 4 x 4 area, paint it blue.

As a check, start the game.  The new cities will be blank terrain, but the rest may be OK.  If this works, you can then fix it up with the SC4Terraformer.

What I get if I paint any amount of pixels blue is loss of all terrain, A cutout in 3D space.

Well, I wasn't sure, which is why I said you should make a backup.  I think changing the layout must be a complete nono once you have started development.  Sorry.

You can, as someone already stated, add new stuff on the right and bottom.
