It should be extracted to my Documents\Plugins\SimCity 4.

It is to be noted that HTML is not compatible with Simtropolis.

Are they NAM relevant? If so you will need a copy of NAM.

You need the NAM (Network Add On Mod) which can be found here for the PC and here for the Mac.

Then you can get roundabouts by following this great tutorial by Andreas Roth:

The street roundabouts are the same as the road roundabouts.

Make sure that you install the option to make roundabouts when you install the NAM, as it may not be installed by default.
