How to get higher RCI demand?

I've playes Simcity Deluxe for a time, and every time i try to create a city, and i place zones, mi RCI demand bars start to going under the black limit, How to get higher demand?

Look at the city opinion polss, if you can get all six bars to the top, than I suppose demand will be high. Secondly, lower taxes to encourage citizens, and build schools to educate young residents. High density buildings will not build without water, and you should avoid business deals, which may affect demand.

Remember that the small 3 bar RCI window is pretty meaningless; it's the demands for each subtype that actually matter. You can have negative industrial demand but positive demand for some subtype of industry, so industrial zones will still grow. Same for commercial and residential.

Also, because of the way the simulator works I'm pretty sure it's almost impossible to create negative demand across the board without serious overtaxing.

Oh no, I've pulled that off. I'm running at about 2% tax right now and everything is dead and gone. the residential is saying no job while industry and commercial zones which were developed are right beside them.
