Building Tweaker Question

I recently downloaded the ilive Building Tweaker and i have no problem customizing original lots made by the game.  but i do not know how to customize my own downloads from the STEX (ie. schools, colleges, train stations, etc...).  when i use the program, the only options that are given to me are the lots made my Maxis, and none of my own plugins are actually part of the options to tweak. How do i tweak/customize stuff that i download from STEX?

The Building Tweaker is rather outdated, for custom downloads, I suggest the Exemplar Editor that is included in SC4Tool (see my sig). Please refer to the readme file and the included tutorial how to use the tool.
