For some reason I can't get my 1x1 R$ to develop, regardless if the urban housing mod is installed or not. 1x2 lots develop great, but my suburbia plans would be thwarted if I have to use 1x2 4.gif ... anyone seen this before?

I often use 1 x 1 R lots in my beach areas.  They are slow to develop, and you need strong demand for them.  Do you have other areas containing medium or high rise development?  If so, leave the 1 x 1's for a while and let them cook.  Work on some commercial areas, and put in a bus stop or two in your 1 x 1.  Sims that live in such areas often do not have cars.

If you are having problems with lots developing, plop some trees on top of the empty zone. It should soon start developing.

Note that the trees have to be freshly plopped. Trees older than a few months are no longer effective.
