Network Addon problems

I'm running simcity 4 deluxe updated (maxis official) and I just added network addon to my game and when I enter my city as soon as the traffic visuals load up it CTD's I'm not exactly sure if network mod edits anything outside of the my documents folder. I used the network mod uninstaller in my my documents folder but the problem isn't fixed.

This problem litterally occured only after I installed this mod (nothing else was installed). I exited sim city 4 and was browsing simtropolis saw network mod and decided to try it so I installed it and entered the game and it crashed. I deleted network mod tried to enter again and it still crashed... I'm at a loss here.

I'm running dual core nvidia 7800 with the latest drivers w/ dual core pentium 3.06ghz with 2 gigs of ram and several hundred gigabytes left on my hard drive. I don't think it's a hard ware problem.

The only software I've actively ran on my computer since the first crash was mozilla firefox. I'm at a loss.
