Garbage deal problem

    Here's my situation.  I have 3 towns, I'll call them Small-A, Small-B, and Medium-C.  Each town is of the size described and adjacent to the other two towns.  I originally built Small-A.  When I built Small-B, I initiated a garbage deal so all of its garbage is going to Small-A.

    Having built Small-B to its limit, I'm now working on Medium-C.  I've gotten to the point where trash is getting to be a problem, so I've connected roads to both Small-A and Small-B.  For some reason, though, I can't make a garbage deal with either of them.  I went in to Small-A, zoned a ton of landfill, and played it for a few minutes, but no neighbor deal was available.  Garbage got to be such a problem in Medium-C that I eventually gave up and zoned some landfill.  The second I did that, it asked me to make deals to import garbage from both Small-A and Small-B.

    My question is, what did I do wrong, and how can I get Medium-C exporting properly to Small-A?

    I have seen this in the past and sometimes it makes a difference which city initiates the neighborhood connection, I know it sounds strange, but go into the city that has the landfill you want to use and drag a network connection from that city to the "city in need", then save, now open the other city and connect the new network connection to yuor existing network and run the time a little, now does the deal show up?

    inkieminstrel; if greyveils suggestion does not work for you I have an alternate 'trashy' idea. Depending upon how small or medium your cities are.

    Use of the small 'black-hole' lot and the in-game recycling plant works wonders. If your city is medium-large you can slab the in-game waist to energy plant and turn the funding to 0 / zero. If your budget supports it you can use all three. Landfills are butt ugly especialy in small areas.

    danurve, does the waste to energy plant produce much pollution if its funding is 0?  I'm trying desperately to keep my cities as clean as possible.
