    for high density to appear you need to have 26000 people is that in they city or region like if i have 30000 in one city can i get high rises in another neighboring city??

    did you get that from the booklets that come with the game? It does say that it is in one city, although i've been able to get high rises in cities with less than that amount, but with populous neighbors.

    the smallest ive gotten highrises is about that too. usually lower-stage ones like Inglebert Tower
