Help with downloading regions

I have downloaded a region from rebel 13. I have followed his instructions about downloading regions. But, when I'm ready to import the file to Sim City 4, it says "Region bitmap size is incorrect--1025x1537, should be 1025x1025." I would greatly appreciate help. 

I have read other topics and they have said to change the "config" file to "config.bmp." This part is in the instructions rebel 13 has given and it still will not work.

any map thats is not the standard size (1025x1025) needs a custom config.bmp that matches the jpgs size in the same region folder as the jpg , the easiest way to do this is to download Landscape Designer from the STEX (see my sig "up and running thread"), with this tool you can create configs that match the jpg.

Actually, there should have been a config.bmp file downloadable with the map.  Check again.
