There are lots off thread on this if you search. But quickly, you need the the hole digger lots from the STEX and the NAM is helpful but not really needed. Use the road digger lots 2 next to each other drag a road over them to create a sunken area, use street to continue it, drag your highway down the middle add wall and your done. I'll try to post some pics later, but I am sure there is a tutorial on this already somewhere.
