'Unable to successfully process at this time'

When trying to download off of simcity.com I get 'Unable to successfully process at this time' 

I have gone thru the EA troubleshooting and get this. 

This error message means that you are not using Microsoft Java VM, which is what the web exchange uses for downloading and uploading.  The exchange downloads will perform more quickly and more stably with Microsoft Java VM when you are using Internet Explorer or the AOL browser.  Follow these instructions on installing the newest version of Microsoft Java VM, and removing Sun Java Plug-in:

When I hit the link they provide it says that due to litagation between microsoft and sun that they are no longer distributing the file and microsoft does not either. I atempted to ggogle it but couldn't find anything that looked right

Sooooo any ideas as to what to try next?

I use Sun's java engine just fine at simcity.com, you might just need to update it, you can get it at www.java.com

So I have installed from Java.com made sure it is checked off in tools/ internet options /advanced ... but I am still getting the same error. I have tried restart , emty cache , defrag etc. but no luck. any other suggestions before I go mad
