What you are looking at are a set of custom lots that are showing the lot foundations. The lots are placed onto a slope and are configured to level the lot surface, but not the hillside. There are properties for each lot that indicate how it is supposed to behave when the ground is uneven. Some values for these properties make the lot create those red brick "walls" when placed on a slope. Other values make the lots cut into the hillside and display retaining walls. There are several different lot foundation and lot retaining wall textures in the game. A certain one will display slate bricks in the situation that you pictured.
