Night Lighting Issues

Everytime I switch to night mode, I get big brown present boxes all along my avenues. I can tell that it is something associated with the night lighting. After a while, I couldn't stand this nonsense anymore so I downloaded this NoMoreBrownBoxes modd by Peg. 
And to my horror, I realised my game somehow cannot display lights.
What is happening to my game and how do I fix this? I'll be grateful.

It is a result of Athens2004's Olympic Games set (I can't recall the name of the exact file). Remove it and the lights will reappear.
