Confused Building Issue

I'm a fairly knowledgeable Rush Hour player.

I've always setup my neighbouring cities depening on a need etc and I generally can get all my cities nicely in the black and my sims are all commuting all over the place.

I just decided tonight to create cities of all res, comm, industrial because I've read and seen some CJ's on it.

So I figure I'll just use a bunch of the smallest city blocks since this wa smy first attempt. 

In the middle is my res. It'll be surrounded by commerical on the top/bottom and industrial on the left/right.

So, I set up my transport network first. This includes rail and avenues in a cross formation with a grid surrounding it.

Everything is in placed nicely, bus stops every 6 blocks, ordinances set, toll booths ready, train stations placed. Right off the start I'm burning a crap load of cash since I figured that I would bulid up a decent population. That didnt quite happen.

No worries, I thought and checked my RCI demands to see which was wanted most.

So I save and start up a dirty industrial city to the left. Get everything ready there, make connections, bus stops, passenger train as well as freight stations etc.

And here we go....I find that there's no traffic coming into my new city. So I save and go back because usually thats when it kicks in. Nothing....the demand for industry shot down, but there was no commuters at all.  Which means no one was using the tolls, or using the train to help bring in more income. I check my RCI again. I set up a commercial only above my res city. Everything is set up and connected yet there is NO communters from my res city going in and out of my other cities. They move around the residential city....but they dont go to my neighbouring cities. I dont get it. Every time I've played before they've done this right away.

After this my RCI stated that high tech and agricultual was in demand so on the right side o fmy res I've set up a Agricultural section. The othe rhalf will be high tech. There is a tiny bit of res in the agricultural city. And they are the only ones using my transit. And they go...right into the res city. No one uses the roads at all.

Iny my dirty industrial city, freight is barely moving where usually they go nuts trying to move their goods.

I've never had this happen to me before and I'm just lost. Everything has worked before....why now I have no clue.

Could anyone fill me in?

Wow, that looks like a tough one.

Are you sure you play for long enough in each city before going back to the other one? I find it usually takes a few months to recalculate etc, and for traffic to settle down.

To understand you more. You're saying you have developed your industrial on the left. That is, places medium zones and had lots of industry grow already, right?

And, you're saying you do have residential growing, right? But that they just don't travel to the other cities?

How can they just be moving around the residential city if there is no C or I there?

Yeah...that's the reason why I avoid making neighbors dependent on each other. I prefer the "multiple-nuclei" zoning approach anyway. Hopefully Sim City 5 (if it comes) would address this issue.

I have noticed this too and I have an idea what the cause is. Because you demand is high for induustrial and commercial, these lots will develop. But! The commute times from the res city are so big that no one is willing to do this right away. Sometimes this seems to last several years even going back and forth between cities. It only seems to be weh nsims finally give up and accept the long commute that they begin to travel between cities. Check it out. Use the route query tool and I bet you will find that when they start commuting between cities, the sims only go the the nearest jobs.

Just an idea/possible explanation, but hopefully it can shed some light on this.

In my opinion, commute times are always ridiculously long in SC4.But maybe that's just me. Also, sims like to complain more than necessary. Whiners!

Are you providing any jobs in the residential city? Sometimes the simulation miscalculates where they want to go, regionally.

    I didn't really put any jobs in the main city to start. However I just added a small bit of commercial and 1 small spot of Hi tech industrial.
