Mega El-rail system, but no usage

This may seem like a very noobish question, but, I built a city with a mega El-rail system (mostly to showcase El over road puzzel peices). But then (since they aren't EL over ave. [hint. hint. modders] their traffic cappacity is low) nearly all my roads are red in the traffic data veiw, so I turned on Ralph's "mass transit only modd" but still nothing. There is also no money whatsoever being spent on city ordinences.

Can you post the transport map? That would be helpfull. 

Maybe you can use busses and parking garages to feed you el rails.
