can we/how do we build waterfalls?

i want some to pretty up my cities but i cant figure it out!

Well with the in-game water you can not, put you can use water like pegasus's streams or the like.

You could use the Plopable Water by Dusktrooper, Jeronij and Aldara6166.

It can be used toghter with Wave3 FreeFlowing Stream Mod by qurlix.
