Problems in mid development

I've developed my city to about 44 K sims, and my RCI demand for all three sectors were near full, and all of a sudden, my R$ and R$$$ demand went plummeting into the negatives. I tried lowering taxes to 3.0 % but it didn't work.
Another problem is that I tried so hard to raise taxes for I-D and I-M to chase them away but they still seem to like my city. The demand for I-D and I-M still says high and I'm sick of demolishing those ugly polluting factories.
Someone plase advise me on what to do.

i think you'll just have to let the I-D and I-M grow. it's probably part of a cycle. eventually, they'll be replaced by the I-HT again.

try opening a neighbourhood city...set it's tax rate for DI a little lower than your first city, I say no more than a 2% drop...this will entice DI to move to the new city....play it for a while...watch the demand charts...when DI fall to even or negative demand...return to the old city...the demand for DI will drop creating more demand for MI and HTI....I personelly ussually end up dezoning the IND land to remove DI from a city...run the city for a while and wait for most of the polution to disapate then rezone the area...waiting for the simulation to do this can be time consuming and the pollution may affect MF and IND growth in a negative manner

ps...try and avoid drastic changes in your taxes, mainly cause lowering it too much in one city can affect growth in the next city...the sims see the advantage of the lower taxes in a neighbouring city and only go there...possible stagneting growth in other cities surround it

there toroca's ind x4 mod (found in the mod download section)....many ppl use this mod to stop the endless track of Ind building sometimes needed to sustain large population...either cuz of time constiants...or they just don't like the idea of having a few large cities with almost nothing but IND, it ruins their region shots
