Question about travel strategy

I found Travel Strategy Percent WealthX in Traffic Simulator. It seems that sims have three kinds of  travel strategies. What are they?

I'm not sure if it's related (though I think it is), but higher wealth sims really don't want do use any form of public transport. If they can, they'll take the car.

Here are the exactly values:

Travel Strategy Percent WealthNone: 0 0 100

Travel Strategy Percent Wealth$: 80 20 0

Travel Strategy Percent Wealth$$: 30 0 70

Travel Strategy Percent Wealth$$$: 10 80 10

we can see that $ like the first strategy mostly, $$ like the third one and $$$ like the second one. 

another question:  who are the 'WealthNone' guys?

There are no "WealthNone" guys, actually. The three values are "Mass Transit" / "Fastest method" / "Car", if you haven't figured that out already.

WealthNone would probably be the freight trucks?

Anyway I thought $$$R went by car, not the fastest alternative. Though the only thing faster than car could be monorail, and they like that.... :S

Edit: Really no use placing mass transit in a non-$R city then?
