Does anyone know where I can get this road texture?

You must upload the image to a webserver, such as http://www.imageshack.us. We can't see the file when it's on your harddrive.

That's an overlay texture that's included in the Lot Editor. Everybody has it automatically.

However, being an overlay texture (a set of three or four, in fact), it cannot be used for transit networks. In order for this style to appear on in-game roads, somebody would have to create thousands of textures for all the different netwoek pieces.

Unless somebody does that, you will only see this texture on lots that make use of it, nowhere else.
