Thanks for the quick reply. I have all the tilesets on right now. I was able to get some of the stage 8 buildings to go up tonight by rezoning and making large sized zones (4 deep). Here's a screenshot of the current city I'm trying to build up:

I've been able to get pretty much all the buildings in sim city 4 except a few stage 8 buildings? Have all of you been able to get all the stage 8 buildings? Also, how did you do it? I've been looking for the snow capped mountains plugin and I can't seem to find it. I know it's by Cycledogg, but I can't seem to find it under his profile or by search. Has this plugin been moved into a different plugin pack or if not, does anyone know where I can find a download link? Thanks a lot.
