Unfortuantetly,your first city in a region has to be polluting,there is no people and to attract people nothing works better then industry and since there is no education, well sorry. Next city(if it's neighboring), will be a huge demand for commerce and residents. There you can put education and gradually place education and health in the polluting city. Hope that helps. -

I am working on the region of Mziarka right now. I am half done. Just a few more hills and forests to work on. Finally,I few pictures. Here is a few pictures of Mkwamwi Cliffs National Park. Yes,a national park near the heart of the city This park features,bizarre cliffs,rocks,moraines and the like. City of the Maple Plains November 2,2005 National Museum 2522 Kwame Nkrumah Avenue Mziraka,Mwamiri Mziarka is a city located at a strategic point along the Senegal River. This is the point where the Senegal widens to flow into the Atlantic. This was done on purpose,as I assume you would have guessed. Trading oppoutunties abounded. The great trade of first was the salt of the Sahara. But that being to far,a new commodity was found. I will get to that later. Mziarka means the maple plains in the Mwati languague. True to form,many maple plains can be found in the city. The modern city was founded on May 5,1834 by the British trader and explorer,Robert Mawson. Mawson established a trading outpost and the salt money poured in after the West African Highway was completed. Many adventurers capitalists took advantage of this new oppurtunity. You are wondering why salt? Salt was a highly desirable commodity in Europe.Desirable because it spiced up the food and preserved during the long,bleak European winters. Going to Asia,the main source of salt was very risky and expensive. Mziarka provided the salt,without much hassle,with much less transportation cost,meaning higher profit margins and more sales,again translating into higher profits. But salt was far by not the only commodity to come out Mziarka. A rubber and copper boom in 1843,practically made the small frontier outpost into a self-respecting town,then a city. By 1865,the year the American Civil War ended,Mziarka became the primary power in West Africa. Every year today's equivalent of 500 million pounds of copper and rubber flowed out of Mziarka without fail. Mziarka was a true colonist's dream. The salt trade was almost forgotten,as profits became minimal,compared to the mammoth copper/rubber industry. This colonist's dream come to a nightmare on June 5,1884. The Congress of Berlin awarded Mziarka to the British.in a sea of French territory.(Senegal,Mali). The French were so annoyed they were missing the cream of the pie and got annoyed by the ineffectiveness of the Congress of Berlin, they declared war on the British. They claimed the surrouding territory was French so why,Mziarka,the most successful,did not belong to them? The Mwatis themselves got annoyed that anyone is taking their land,so they declared war on both French and British. The resulting war was horrific. The first battle, the Battle of Victoria Street was,and remains,a grim example of urban warfare. Victoria Street,was for the most part in the British territory of Mziarka. However,a small part of it did connect to the West African Highway,which the part outside the city,became French. The battle began at noon,when negotians failed. The first shot was fired,god knows where by god knows who. Everyone get mad, and the fighting escalated down the street,into downtown managing to destroy everything in it's way. Bombs,ammution and snipers raged everywhere. The city was paralyzed. A Mwati spy, Muyandira Mkhewe managed to steal some European weapons and he and the Mwatis managed to use them against them. Their favorite was the cannon. They broke the European lines using the cannon. In return the Europeans light firecrackers and hurled them down the street to Mwatis. It became a deadly game of tetris for the Mwatis. In return the Mwatis did the same thing. But the civilians caught in the crossfire became especially worried. Depending on the race of the citizen,they were forced to fight on their race's side otherwise be forced to face a grim punishment. The French would burn the traitor on the oven,the British would tar and feather a traitor, and the Mwatis would beat the person's brains against the wall. In the end after 18 hours of fighting,nobody won anything. The French tried again to fight but the Mwati's did not. Both the French and British,in a rare cooperation,managed to exceute the Mwatis by hanging for stealing property and disobeying their soverigns. The other battle, of the war was the Battle of Downtown. After being chased right out of Victoria Street, they tried their luck along the Trans-Senegal Highway,through the downtown. This was as fruitless and foolhardy as the Battle of Victoria Street. The same results were repeated again,only magnified. More Mwatis were exceuted. The Treaty of Zurich was signed on January 5,1885 and in it's words:The jurisdiction over the City of Mziakra and it's vicinity will be jointed administered by two powers. These said powers are the French Republic and the United Kingdom of Britain and Ireland. After the diastrous two-battle war both France and Britian managed to get back to their orginal goals and that is the lucrative copper and rubber industry. By 1905,the city returned to it's pre 1884 levels. The city's economy kept rising and rising,but the bulk of the profits were hoarded by the Europeans. In 1925,an event which led to independence, 350,000 Mwatis went on strike, 350,000 at the time was a massive number,80% of the city's population. The Europeans,attacked,jointly this time by throwing teargas and shooting the Mwatis at random. To keep the city working,the Europeans kidnapped other Africans to work in Mziarka. They also refused,teargas was again thrown and the vicious cycle continued. After the standoff,the Europeans only raised the Africans' wages by a shilling. The city's centennial was celebrated on May 5,1934. The whites definatly cheered as the fireworks lit up the sky.The blacks mad after a century of domination decided a riot which really rained the parade of the whites. They attacked their business, destroyed their homes. cheering in Mwati Mzikahnila Anoma Wilzhomina en Mzikaria 100 years of pain and suffering The fireworks contradicted each other and turned into a shootout by midnight. It's bad enough fighting a war in the city,it's twice as at night. Nobody saw anything as the lamps were deliberating destroyed by the Mwatis. Friendly fire was not uncommon. Eventually,a SWAT team of the Mziakra police came and dispersed the crowd,white and black. The party continued as the Mwati's were sent to a proctective area and alcohol was banned. In 1939, World War II broke out, and the need for soldiers for both the French and British armies was of absolute importance, A draft was intiated for all Mziarkans,black and white. Sporadic riots broke out during losses and drunkards were everywhere after a massive victory was announced. Mayor Marty Williams got annoyed at the volatile crowd,so on January 4,1942. he issued Extraordinary Ordinace 10,placing his city under martial law until the war ended. The ordinace was lifted May 7,1945 as the war ended in Europe. But a new war was being raised. The internal war for independence. The Europeans tired of strikes,wars and internal unrest and general smpthazing with the African population,gave them limited self-control. By 1955, the Africans,notably the Mwatis were demanding independence. Strikes happened reguleary. A common saying was 'We got our paycheck,;let's spend it on strike gear. And in that way,they gradually won favors from their employers simply because of weariness of the employers. After they got their current demand,they worked for a week,cashed their paycheck and spent it on strike gear,like the saying went. This new type of strike, the so-called cycle strike got people annoyed. It became a lottery for company presidents,when they needed to meet deadlines. Tired of this lottery,they closed their Mziarka shop and moved elsewhere,particallary South Africa. The Europeans,realizing they would be forced out of their business anyway,decided to grant independence as one city council member said Strictly as a manner of economic self-preservation. The independence was granted on July 19,1957 and Mziarka became the only city-state in Africa,under the Mwamairi,named after the lengendary bird of Mwati folklore,similiar to a Phoenix. The city bueraucracy was intergrated. Newly elected mayor John Ngwenzi promised to correct the 133 years of misery and subserviance of the Mwaris. But at the same time,he understood the need to keep the whites in town. He created both tax-exmpetions to white and and black business owners and he created a series of cultural campaigns.By 1965, all was cool between the Mwatis,other Africans,French and British. The 1970s and 1980s were a decade of reconcilation and prosperity as a copper and rubber industry was joined together with the tourist industry. This tourist attraction saved Mziraka,Mwamiri from the collapse of the commodity prices. By 1997, as commodity prices shot up immensly,the city/country was saved. The election of 2000,I became mayor as the rubber/copper prices fell flat, but tourism was shooting thorough the skies. In 2005, I was relected,on a compaign to close the financional loopholes.

Well,I am taking the concept from Lusaka(Zambia) and Johannesburg together actually. It was founded as an artficial British trading city on major highways which again the British created. Johannesburg,because of the soon to be cosmopolitan city and keep reading the city history as I give it to you.

This is the city of Mziarka,Mwamiri. I decided to do an African city for orginiality. The name means in the Mwati language,Maple Plains. Mwati is one of the official langugues of Mwamiri.(others being French,and English). The city was founded in 1834,after the end of the slave trade, on a strategic Senegal River location,as it widens to flow in the Atlantic. This is the place where the British decided to set up an outpost for trade,and to convert Africans to Christinity. The British also created two major higways, The Senegal River Highway and the West African Highway mainly to promote trade into the interior of Africa. This is the begining of a great African city. The date is May 5,1834. The famed British trader and missionary Robert Mawson describes the location of the city. I see meadows of maple trees at random intervals. Quite different from the rest of Africa. I wonder how these maple trees got here. But I am not here to brood on them. I am here to see if I can find a new source of income now that slavery has been abolished. This outpost on the Senegal River looks of a highly lucrative trade. There seems to be a massive amount of labor availble. So,I was wondering for a name for the city and I decided to ask the natives for the name. I got more profitable things to do. I found the name to be Mziarka.Very well. Mziarka will be the most prosperous African outpost the British Empire has On May 5,1834,the outpost became Mziarka.
