When I make a new region I've downloaded everything is flooded. Firstly, when I create a region and decide to make it plain. And the region is plain, but when I start a new city, it's water. And the same thing happens when I try to install a new region I've downloaded. I do everything correct, ctrl+alt+shift+R and open the config.bmp and wait a few minutes. Then the region show up and there's water everywhere. What am I doing wrong here?
