I lowered pollution and I noticed some of my commercial stores start to became offices and grow bigger. I tried that stage limit but i don't see the difference.

I am able to get high res residental but what about Office. My city has a good enough education, unerversity/ museums/ libraies, etc. I have middle-commercial but they don't satisfy the employement of the high res.(I have to build industry instead). I know about parks. Note: I have alot of R$ sims living in my city.(does this matter) What do you guys do? How did you get it?
