I have a similar problem with the Grand Railroad Station. I have two passenger stations and a few elevated stations at around 200% capacity and a res and commercial population of almost 400k but I still haven't unlocked it for some reason. I'm not sure if it works with the Bureau specifically, but the U Drive It missions can unlock a lot of things, you might try looking into that. Personally I don't like the UDI missions much, anyone know why mine isn't being unlocked either?

Right now I only have one request, and I bet someone has already requested it, but I really don't have the time to look through 50 pages to make sure. What I'd like to see is the new Freedom Tower being built to replace the WTC.
