Surely they just have to disable scoreboard and their effect to the global market for modded regions

It's a shame it's hard to find custom monorail stations. A sugestion is, since the in-game monorail requires being next to a road, usually there's a road or avenue running alongside the monorail. how about making 2 variations of monorail station with a shopping mall transit enabled on top of an avenue or a road and perhaps visually compatible extension modules that place on top of the avenue and/or the monorail track to customize the shopping mall complex? Of course this idea can be used on el-trains stations as well.
