    Haha, no worries. Guess you mean to start a new city as normal, then in another new city to work the mod. Edit: Tried that way, still doesn't want to work Edit 2: Nevermind, got what you said, need to start a city in a non-sandbox region to unlock. Basically I'm an idiot! Thanks
